പരമേശ്വർ നാരായൺ ഹക്സർ (4 September 1913 – 25 നവംബർ 1998) ഒരു ഇന്ത്യൻ ബ്യൂറോക്രാറ്റും നയതന്ത്രജ്ഞനുമായിരുന്നു. ഇന്ത്യൻ പ്രധാനമന്ത്രി ഇന്ദിരാഗാന്ധിയുടെ പ്രിൻസിപ്പിൾ സെക്രട്ടറി (1971–73) എന്നനിലയിലാണ് അദ്ദേഹം ശ്രദ്ധെയനായത്.ശേഷം പ്ലാനിങ്ങ് കമ്മീഷൻ ഡെപ്യൂട്ടി ചെയർമാനായും ജവഹർലാൽ നെഹ്രു സർവകലാശാലയുടെ ചാൻസലറായും അദ്ദേഹം പ്രവർത്തിച്ചു.
ഒരു കശ്മീരി പണ്ഡിറ്റായിരുന്ന ഹക്സർ 'കശ്മീരി മാഫിയ' എന്നറിയപ്പെട്ടിരുന്ന ഇന്ധിരാഗന്ധിയുടെ വിശ്വസ്ത ഉപ ദേവഷ്ടാക്കളിൽ പ്രധാനിയായിരുന്നു.
